I think the author was trying to get the reader to think that there was a bigger percentage of preventable cancer cases to leave more of an impression on the reader. I also think the author is trying to promote a healthier way of living by stopping smoking and drinking alcohol, lowering body weight, and protecting your skin from UV rays. While the lifestyle changes can be positive, there are still ramifications. For myself, after I added up the percentages and got 36.9%, it made me start to discredit the rest of the article even though they were promoting healthier lifestyles.
